Struktur Pemerintahan di Bali


 Struktur Pemerintahan

Sebagaimana layaknya provinsi lain di Indonesia, Provinsi Bali juga memiliki struktur pemerintahan yang sama, dimulai dari gubernur hingga camat. Secara administratif, pemerintahan hampir sama dengan provinsi lain. Tetapi mulai dari kepala desa hingga struktur terbawah, agak berbeda dengan daerah lain. Kalau dalam struktur pemerintahan resmi, strukturnya adalah kepala desa/lurah, kepala dusun/kepala lingkungan, ketua RW kemudian ketua RT.
Di Bali sedikit berbeda. Struktur administratifnya adalah kepala desa/lurah, kepala dusun/kepala lingkungan dan yang terbawah adalah Kelian Banjar. Banjar mirip dengan kampung, bisa terdiri dari 50-200 KK (kepala keluarga), keanggotaannya biasanya bersifat turun temurun. Untuk struktur pemerintahan adat, tiap desa di bali dipimpin oleh bendesa adat (kelian desa) yang kedudukan hampir setara dengan kepala desa/lurah, hanya saja bendesa adat adalah pemimpin adat yang bertugas untuk menjalankan awig-awig (undang-undang adat) di desa bersangkutan.
Di bawah bendesa adat, ada kelian adat/kelian banjar. Di beberapa banjar di Bali, jabatan antara kelian banjar dan kelian adat biasanya dirangkap oleh satu orang, namun ada juga yang membedakannya. Dalam satu desa administratif bisa terdapat beberapa desa adat. Maksudnya adalah desa A bisa terdiri dari desa adat B, desa adat C dan desa adat D. Hal ini kaitannya dengan historis. Desa adat sudah ada sejak zaman kerajaan, setelah berakhirnya era kerajaan, maka pemerintah republik membentuk desa administratif.


Government Structure

As like other provinces in Indonesia, Bali Provincial governments also have the same structure, starting from the governor to the district. Administratively, the government is almost the same as other provinces. But starting from the village head to the bottom structure, quite different to other regions. If the formal government structure, its structure is the village head, village chief / head of environment, the chairman and then chairman of RW and then chairman of RT.

In Bali a bit different. Administrative structure is the village head, village chief / head of environment and the bottom is the Kelian Banjar. Similar to the village of Banjar, may consist of 50-200 families (family head), its membership is usually hereditary. For indigenous governance structures, each village in Bali led by indigenous Bendesa (Kelian village) which is almost equivalent to the position of village head, it's just bendesa customary indigenous leader whose job is to run awig-awig (customary law) in the respective villages .

Under customary bendesa, there “kelian adat” or “kelian banjar”. In some of Banjar in Bali, the position of indigenous Kelian banjar and usually held by one person, but there is also a difference. In one village there can be administrative several traditional villages. The point is the village of A could consist of traditional villages B, C and village traditional village customs D. This historical relation. Indigenous villages have existed since the time of the kingdom, after the end of the royal era, the republican form of government administrative villages.

As shown in Table 3.1, based on the condition of the Year 2010, the province is divided into eight districts and one city, namely, Jembrana, Tabanan, Badung, Gianyar, Klungkung, Bangli, Karangasem, Buleleng and the City of Cape Town, and is divided into 57 subdistricts, 715 villages and SLS 4295 (Local Environmental Unit). SLS is a unit-level environment below the village (hamlet). Most people call the SLS as a banjar.
